If for each physical state there is exactly one mental state is true (which is not the same as saying vice versa), then the fact that different people at different times have the same mental state (inasmuch as they are directed toward the same concrete or abstract object) via different material conditions indicates that it's not a two-way street: for every mental object there is a plethora of possible physical states.
